NC Accountability
The New NCCCS "Enhanced Accountability Measures"
- In January 1999, the North Carolina Community College System sent forth a document in response to the special provision in Senate Bill 1366, Section 10.5. This document addressed the existing accountability measures and proposed the formation of 12 new measures to be reported in the 1999/2000 academic school year and 6 performance funding measures to be reported in the 2000/2001 academic year.
In effect, the North Carolina Legislature has established a "performance based funding" system. The 58 Institutions within the NC Community College System must provide data relative to a series of outcome based criterion measures.
The paradigm has two components mutually exclusive but related nonetheless:
- 12 performance-based criterion: Institutions and programs who do not meet the 12 performance-based criterion (bench marks) will be required to submit an action plan outlining efforts designed to meet the criterion although it is not clear what will happen if the action plans are not successful in fixing the problems.
- Performance Funding criterion: Institutions and programs that do not meet the Performance Funding criterion (5 of the performance-based criterion plus one of the institutions choosing) will not receive "incentive" funding for programmatic efforts.
