Attendance: Census/10% Paperwork

CPCC is committed to timely and accurate reporting of FTE information. This results in the main source of funding for the College. The record of class form (10% roster) is an official record of the College and is audited annually. The record of class form is primarily used to comply with the North Carolina Administrative Code by:
• verifying student entrance into class
• recording student absences
• verifying student membership hours
• achieving consistency in record keeping
Online Attendance Regulations for Classes with a Traditional (TR) Delivery Method
- Required Attendance Reporting
Recording attendance accurately and completely from the first class meeting to the last class meeting is required.
- Online Attendance Reporting Procedure
A new online WebEmployee/WebAvisor based attendance system will be used to record attendance in classes that have a delivery method of Traditional (TR). Traditional is defined as a class where the instructor and the students meet face-to-face, according to designated dates/times/locations.

- Use of Current Reporting Procedure
Instructors who currently report attendance using Blackboard, Moodle or other delivery methods will not use the new web based system to record attendance. Instructors will continue to report attendance as they currently do for Internet classes (IN), Hybrid classes (HY), Teleweb classes (TW) and Cooperative Education classes (CP) or classes using other instructional delivery methods. - Students who have Not Attended by census (10%) date receive WN grade
Each year many of our students are awarded financial aid or veterans’ benefits. It is the responsibility of the College to track these benefits and provide accurate reports to the federal government concerning when these students do not attend or stop attending classes.
Working together, the Learning Unit, ITS, and the Office of Financial Aid and Veterans’ Affairs have worked out a system that will be a step towards tightening up the reporting of this information via the web attendance system. This is an effort to reduce the impact of students receiving financial aid who stop attending class, yet continue to receive the aid.
ü All rosters will include information concerning which students receive FA/VA benefits.
ü Faculty will record attendance through the census date (10%) as is required by state law.
ü Faculty will record a WN on the grading screen for those students who have NOT attended by the census (10%) date.

ü Instructors are encouraged to take attendance for ALL students for the entire semester.
ü Instructors may choose NOT to take attendance for all students after the 10% date, but MUST take attendance for FA/VA recipient students to meet federal guidelines for reporting purposes. For these instructors, names of the rest of the students will stay on the web attendance rosters; but the attendance blocks will disappear. Please be aware of FERPA issues in singling out some students if you are not taking attendance for all!
ü After two weeks of nonattendance (at the discretion of the instructor), the instructor will go to the grading screen, and record a W. Two weeks is a guideline. Instructors are encouraged to share this information early in the semester with students. There will be exceptional circumstances with some students; instructors will work with each student individually in those situations.

Paper Attendance for Internet classes (IN), Hybrid classes (HY), Teleweb classes (TW), Cooperative Education classes (CP) and Corporate & Continuing Education (CCE).
Instructors will receive an official 3-part (white, yellow, and pink) Record of Class Roster (10% roster) from their division/department. At that time all instructors must complete form and then return the signed and dated form as soon as possible back to the department office or department contact person.
