CPCC is committed to the principle that all of its services and facilities are free of architectural, attitudinal, communication, transportation, employment and other barriers to persons with disabilities. It is the policy of the college to consider applicants for volunteer services based on qualifications for the role, without regard to race, religion, national origin, sex, age or disabilities. CPCC actively promotes recruitment of volunteers and provides opportunities and support to allow individuals with disabilities to serve.
The Central Piedmont Community College Policies and Procedures are accessible to all personnel on the College’s website at http://www.cpcc.edu/administration/policies-and-procedures.
Volunteers are held to the same policies and procedures as all CPCC faculty and staff.
The Policies and Procedures contain three major categories of statements that assist in the governance of the College.
- Rules: Those statements noted as Rules are summaries of actions taken by legislative bodies and recorded in U. S. public laws, in North Carolina General Statutes, in the North Carolina Administrative Code, or actions taken by the State Board of Community Colleges and recorded in the proceedings of that Board.
- Policies: Those statements noted as Policies are summaries of actions taken by the CPCC Board of Trustees and recorded in the minutes of the Board and have their origin in federal and/or state regulation and/or College philosophy, mission, and objectives.
- Regulations, Procedures, and Guidelines: Those statements identified as Regulations, Procedures, and Guidelines (or the like) are initiated by the College and approved by the President through authority delegated in the Bylaws of the CPCC Board of Trustees.
If a Policy, Regulation, Procedure, or Guideline is in conflict with a Rule, published herein or elsewhere, the Rule shall govern. If a Regulation, Procedure or Guideline is in conflict with a Policy, published herein or elsewhere, the Policy shall govern. In the event of a conflict between the contents of other campus manuals and the contents of the Policies and Procedures the provisions in the Policies and Procedures shall control. In the event of any conflict as described above, or in the event that any provisions of the Policies and Procedures appear vague, indefinite, or in conflict with other provisions within the Policies and Procedures, the President shall be the final authority for interpretation.
The Central Piedmont Community College Board of Trustees is the legal body responsible for the College. The Board establishes broad College policies, adopts long-range plans and goals, and secures the financial resources required to support the College. The Board provides policy direction to the president of the College.
The president of the College plans, organizes, and directs the overall administrative and academic activities and operations of the College. The president exercises direct and indirect supervision of all College personnel. The president is assisted by an executive vice president. Under the leadership of the president, the work of the College is assigned by function to broad, multi-faceted program units. Each unit is managed by a vice president.
Within a unit, areas having similar programs, functions, or tasks are combined into administrative entities named groups. Deans, associate vice presidents, assistant vice presidents, executive directors, and assistants to the president may lead groups.
Within a group, the major functions or programs of study are identified as departments or divisions. Departments or divisions are led by associate deans, division directors, or directors. Small, narrowly focused areas within a department or division are called programs and are administered by assistant directors, program chairs, discipline chairs, program coordinators, coordinators, or supervisors.

CPCC is committed to providing a safe and healthful environment for all staff, faculty, students, and visitors of our campuses. The College recognizes that a safe working and learning environment is beneficial to both employee and student performance.
It is the policy of CPCC to assure, in so far as possible, all facilities of each campus are free of recognized hazards and unsafe conditions in the working and learning environments. Therefore, safety must be a cooperative effort between all employees, students, and visitors of CPCC campuses. It is the responsibility of all persons utilizing the college’s facilities and resources to conduct themselves in an appropriate manner, to report any recognized hazards to an appropriate College Official and to avoid placing themselves or others in a dangerous situation.
We consider safety a prime importance at CPCC, and we ask all persons associated with the College to fulfill their obligation to make this a safe and healthful environment in which to work and learn.
In the event of inclement weather or other emergency situations, all members of the College should listen to area radio and television stations for announcements regarding the operation of the College.
In addition, the CPCC website will have an announcement regarding closings. CPCC TV 17 will announce any closing or delays as well. When the College closes, all classes at all campuses are cancelled.
CPCC is committed to providing its employees, students and visitors with a safe and healthy environment. The College recognizes that the use of tobacco products on College premises is detrimental to the health and safety of all. To that end, the use of tobacco products will not be permitted at any time on College premises without explicit permission from the President, or designee. This policy shall be implemented with an emphasis given towards positive methods of ensuring compliance whenever possible.
- Tobacco products include cigarettes, cigars, cigarillos, blunts, pipes, bidis, hookahs, chewing tobacco, dip, smokeless tobacco, snuff, or any other items containing or reasonably resembling tobacco or tobacco products.
- Tobacco use includes smoking, chewing, dipping, or any other use of tobacco products.
- College premises includes any property in use by the College; property leased or owned (including all grounds, buildings, facilities, vehicles, parking lots); property used for official functions sponsored by the College; and property used by the College in the conduct of any of its courses.
- Students, employees, visitors, volunteers, contractors or other persons performing services on behalf of the College shall not be permitted to use any tobacco product at any time while on College premises.
- The sale or free distribution of tobacco products or merchandise on College premises shall be prohibited.
- Tobacco advertisements shall be prohibited in College-run publications and on College premises.
- It shall be the responsibility of all CPCC employees and students to comply fully with the policy.
- Students who repeatedly violate this policy will be handled through the student disciplinary process.
- Employees who repeatedly violate this policy will be referred to their supervisor. Repeated violations by employees will be handled through the appropriate employee disciplinary process.
- D. Visitors, volunteers, contractors or other service providers who repeatedly violate this policy shall be asked to leave campus.
A. All rights and privileges guaranteed to every citizen by the Constitution of the United States and by the State of North Carolina apply to all Students.
B. Students are free to pursue their educational goals. CPCC shall provide appropriate opportunities for learning in the classroom, on the campus, and in the community. Student performance will be evaluated solely on an academic basis, not on opinions or conduct in matters unrelated to academic standards unless that conduct violates College regulations or the Code of Conduct as contained herein.
C. Students have the right to freedom of expression, inquiry, and assembly without restraint or censorship subject to reasonable and non-discriminatory College rules and regulations regarding time, place, and manner, provided such expression, inquiry, and assembly does not violate conditions defined in the Student Code of Conduct or other College policy.
D. Students have the right to inquire about and to propose improvements in policies, regulations, and procedures affecting the welfare of Students through established Student government procedures, campus committees, and College offices.
E. The Family Educational Rights and Privacy Act of 1974 provides safeguards regarding the confidentiality of and access to Student records, and this Act will be adhered to by the College. Students and former Students have the right to review their official records and to request a hearing if they challenge the contents of these records. No records shall be made available to unauthorized individuals or groups outside the College without the written consent of the Student involved. Information deemed "directory information" under the Family Education Reports and Privacy Act of 1974 will be made public on request unless a Student prohibits the release of directory information in writing each semester of his/her enrollment. Such notice must be filed in the Student Records office.
F. Disciplinary sanctions include compliance with the Student Code of Conduct which provides for the right to an impartial hearing, a presentation of charges, evidence for charges, the right to present evidence, to have witnesses on one's behalf, to hear witnesses on behalf of the accuser(s), and the right of appeal.
G. Students who believe that their rights have been violated in the application of this policy or that it has been applied in a discriminatory manner should see the CPCC Policies and Procedures Manual section 4.60.
Jurisdiction of the Student Code of Conduct
The CPCC Student Code of Conduct shall apply to conduct that occurs on the College Premises, at CPCC-sponsored activities (including CPCC-sanctioned attendance of foreign study programs), and to off-campus conduct that adversely affects the College Community and/or the pursuit of its objectives. Each Student shall be responsible for his or her conduct from the time of application for admission through the actual awarding of a degree, even though conduct may occur before classes begin or after classes end, as well as during the academic year and during periods between terms of actual enrollment (and even if his or her conduct is not discovered until after a degree is awarded). The Student Code of Conduct shall apply to a Student's conduct even if the Student withdraws from the College while a disciplinary matter is pending. It is the discretion of the Dean of Student Life and Service-Learning to decide on a case-by-case basis whether the Student Code of Conduct shall be applied to conduct occurring off campus. - Always be alert and aware of the people around you.
- Educate yourself concerning prevention tactics.
- Be aware of locations and situations which would make you vulnerable to crime. Examples are alleys and dark parking lots.
- Be alert to your surroundings and the people around you, especially if you are alone or if it is dark.
- When possible, go with a friend.
- Stay in well-lighted areas as much as possible.
- Walk close to the curb. Avoid doorways, bushes and alleys where someone could hide.
- Walk confidently and at a steady pace.
- Make eye contact with people when walking.
- Do not respond to conversation from strangers on the street. Continue walking.
- If you carry a purse, hold it securely between your arm and your body.
The campus security officers are here to help you. No matter what kind of situation arises at the College, CPCC’s 24-hour Central Dispatch Station located in the Facilities Service Building on Central Campus is the first step toward resolving problems. As soon as you dial for assistance, a radio call will go out to the nearest security officer. And if additional help is needed — first aid, fire protection, city police — that extra help can also be immediately dispatched by radio.
Call College Security if you need assistance with any safety or security matters, apparent crimes, first aid or medical emergencies. We encourage you to report any crime, regardless of how insignificant it may seem. Call 6632 from any on-campus telephone and on Central Campus at the red or yellow security telephones.
The security officer who answers your call is trained in handling emergencies. When calling be prepared to
- Give your location.
- Describe the nature of the emergency.
- If possible, stay on the phone until the dispatcher tells you to hang up.
- If you are uncomfortable walking to your car after class, call 704.330.6632 and one of our security associate will escort you to your vehicle.
The security dispatcher on Central Campus will dispatch the nearest security associate or police to assist you.
- What if I’m uncomfortable walking to my car in the parking lot, especially at night? On any campus, call College Security at 6911* to request an escort. You may also advise any college security personnel** that you see en route and ask them for assistance.
- What do I do if I feel a student is stalking me? On any campus, call College Security at 6911*. They will advise you as to procedures for reporting the incident to the appropriate law enforcement agency and will work with you regarding escorts to your vehicles or other remote parts of campuses.
- · What do I do if I feel threatened in class or afterward by a student? Call College Security at 6911* and college security personnel** will be dispatched to your classroom or will contact you to discuss the situation further. Security works with the Associate Vice President for Student Services to determine if actions should be taken to suspend or ban the student from campuses. Be sure to send a copy of the written incident report to your immediate supervisor.
- How long can I expect to wait if I call Security for help? Three (3) minutes for emergencies and fifteen (15) minutes for non-emergencies.
- · What do I do when the fire alarm goes off? When you hear the fire alarm, begin immediate evacuation using the closest EXIT - even if no one advises you to leave. Do not use the elevators. Remain at least 300 feet from the building in the designated assembly area. Do not reenter the building until instructed to do so by emergency responders, College Security, or Building Emergency Captains.
- What do I do if there’s a bomb threat in my building? Proceed as instructed by College Security or emergency personnel. Do not use cell phones or other electronic devices if you are within 150 feet of a potential bomb. If you receive a bomb threat by phone, when you hang up, immediately dial 9*57 or *57 from a non-campus phone to electronically flag the call. If the phone number is displayed on your phone, record that number. Notify College Security at 6911* and proceed as directed.
- What do I do if I see students vandalizing the building? Immediately report the incident to College Security at 6911* or inform a College and Career Readiness staff member.
- How do I find out what procedures to follow if my campus is locked down for a day or more due to the rapid spread of a disease or some other emergency? Students and staff can receive available information through the CPCC website and CPCC TV.
- · We have fire drills, but do we ever have tornado drills, and what do I do if such a natural disaster occurs during one of my classes? We do not have tornado drills at this time. If a tornado warning is issued by the National Weather Service for the area, you will be notified by email, CPCC website, and CPCC TV and instructed to move to a safe location in your building. College Security and Building Emergency Captains will notify classes in session of the warning. Safe locations include lower levels and interior corridors of the building, away from glassed areas such as windows, doors, and skylights. Move out of areas with a wide roof expanse (gymnasiums, auditoriums).
- · If I have any kind of problem, who is the main contact person in the evening at my campus? If it is a safety or security issue, call College Security at 6911*. For other issues, contact the Evening Director for your campus.
- What if I have a housekeeping problem—no paper towels in the restroom, a spilled soft drink in my class, and other such incidents? Inform a College and Career Readiness staff member.
